  18. <p>     The latest offensive by Peru's Shining Path guerrillas has
  19. reached unprecedented ferocity--and has focused on Lima,
  20. which has never experienced such a brutal wave of attacks.
  21. Starting in mid-July with a car bomb that killed more than 20
  22. people in the capital, the campaign has flared into a full-scale
  23. blitz. Last week bombs destroyed several police stations, a
  24. private research center and the Bolivian embassy. Though
  25. President Alberto Fujimori, who canceled his trip to an
  26. Ibero-American summit in Madrid, has promised a "battle without
  27. mercy," his police and army seem helpless.

  29. <p>CASH LANDING
  30. </p>
  31. <p>     A federal jury in New York City made the first award to
  32. relatives of a victim of the 1988 bombing of Pan Am Flight 103
  33. over Lockerbie, Scotland--and it was a whopper. The family of
  34. Robert Pagnucco, an assistant general counsel at PepsiCo and
  35. one of the 270 people killed in the terrorist bombing, was
  36. granted $9.2 million. A previous trial had held Pan Am
  37. responsible for its lax security. Although the defunct airline
  38. plans to appeal that finding, its insurers could face more
  39. million-dollar verdicts in the 200 or so compensation cases
  40. brought by the families of other victims.
